Phil is an 11 year old middle school student. He has been receiving speech therapy services. His IEP has been implemented and his language skills are improving. However, Phil's behavior has deteriorated. His has been not responded to interventions designed and implemented by the school. The case conference committee requested an educational evaluation. As a result of the educational evaluation, the case conference committee determined that Phil meets the eligibility requirements as a student with an emotional disability. The case conference committee revised the IEP. In addition to academic goals, the case conference committee included goals to address Phil's behavior and a behavior intervention plan in the IEP.

1. Should Phil's parents be given written notice before implementing the IEP? Explain.
2. Must Phil's parent provide written consent before the IEP is implemented? Explain.
