Tess is a 4 year old preschool student with a communication disorder. She has been receiving speech therapy services three times a week in her preschool classroom. Next year Tess will be 5 years old before the kindergarten cut off date. She will be moving to a full day kindergarten class at her neighborhood school. The case conference committee has determined that Tess should continue to receive speech therapy services at the same frequency as in the preschool program. Tess will require no additional special education and related services.

1. Should Tess's parents be given written notice before the IEP is implemented? Explain.
2. Must Tess's parents provide written consent before the IEP is implemented? Explain.
