Chris is a six year old 1st grade student. She receives instruction for part of the day in the general education classroom. The other part of the day Chris receives instruction in the resource room from Ms. Smiley. Chris has made the expected progress and is meeting the goals outlined in the IEP. Ms. Smiley has won the lottery and has resigned from her position. Mr. Lewis has been employed by the school system to finish the school year as the special education teacher.

1. Should Chris's parents be given written notice so the Mr. Lewis can implement the IEP? Explain.
2. Must Chris's parents provide written consent before Mr. Lewis implements the IEP? Explain.
