To reorder a page, make a note of its current page number.
Then navigate to the location where you would like that page to appear. You can use the arrow keys here, but it’s helpful to be working in Thumbnail View for this procedure.
Let’s move Page 5 before Page 2.
Now that we’ve navigated to Page 2, we can choose Edit -> Move Existing Page. And we’ll type page number 5 in the box to put Page 5 before Page 2.
To set the first page number, choose View -> Page -> Set Number, and type the number of the first page.
This is useful when you are scanning chapter by chapter and want your page numbers to follow correctly.
If you want to ignore introductory material and begin to number pages with
the real text, check the Document has Front Matter box and indicate the number
of pages to remain unnumbered.
