Module Description - Instructional Outcomes
Instructional Proficiencies - Instructional Events
This module is divided into two parts. The first part would be appropriately used for pre-service and inservice training for staff as an overview of the safeguarding of confidential student information, requirements for access to and disclosure of educational records and the professional and ethical conduct expected of staff. This module will guide educators and parents through the requirements regarding confidentiality of student information.
The second part of this module describes the requirements for safeguarding the confidentiality of information in more detail for supervisory and administrative staff that have responsibility for carrying out procedures for:
- Access to and disclosure of educational records
- Procedures for amending educational records
- Confidentiality safeguards in collection, maintenance, and destruction of educational records.
Upon completion of this module the user will be able to:
- Identify what information regarding a student is considered confidential;
- Identify when educational records may be disclosed or transmitted without parent permission;
- Identify when parental permission is necessary before an educational record is disclosed or transmitted; and
- Identify professional and ethical disclosure of student information.
IPSB Standard #1: The educator of students with exceptional needs is well versed in the history, philosophy, and foundations of special education as well as the applicability of current laws and contemporary issues in the field and uses this knowledge to enhance educational opportunities for all students.

- Maintains student, familial, and collegial confidentiality.
Standards for Building Level Administrators
Standard #3: Management. A school administrator is an educational leader who promotes the success of all students and staff by ensuring management of the organization, operations, and resources for a safe, efficient, and effective learning environment.
Knowledge The administrator has a knowledge and understanding of: 3. operational policies and procedures at the school and district level. 7. legal issues impacting school operations.
Standard #6: The Political, Social, Economic, Legal, and Cultural Context. A school administrator is an educational leader who promotes the success of all students and staff by understanding, responding to, and influencing the larger political, social, economic, legal, and cultural context.
Knowledge The administrator has a knowledge and understanding of: 3. the law as related to education and schooling.

- Read narrative on Access and Disclosure of Educational Records. (Appropriate for those responsible for carrying procedures that safeguard the confidentiality of student information)
